Most managers likely just think about factor #2. :-)
I don't have any "standardised" excuse form for server procurement, but to know which gun to buy, you have to know what creature you wanna kill - you don't buy an elephant gun to kill rats. You need to specify what application(s) the server is meant to service, and also what the application is meant to do. Take rough estimates from your previous projects, based on development environment usage size.
